Rayのドイツ音楽留学レポート【第13回】実はドイツから日本に一時帰国中です!

こんにちは、Rayです。私はドイツで音楽の勉強をしている大学院生で、オーボエという楽器を専攻しています。

タイトルにもある通り、今私は日本にいます。日本でいくつか予定があるため、この難しい時期ではありますが帰ってきました。今は大学の秋冬学期が終わって休暇なので、春夏学期が始まる前の3月末まで日本で過ごします。

さて今回の記事では急遽、日本に帰るための手続きや検査などのあれこれを書いてみます。

旅程

私は1月27日(水)にドイツを出発、オランダのアムステルダム空港経由で28日(木)の朝に関西国際空港から入国しました。

この時直行便があったのは成田国際空港と羽田空港のみで、乗り継ぎ便を使ってもドイツはじめヨーロッパから利用しやすい便は成田、羽田、関西国際空港に限られていました。さらに日本入国後、2週間の隔離義務があるため国内線乗り継ぎができません。これらのことを考えて今回はオランダ航空を利用することにしました。

飛行機搭乗前までにやること

在留届を出したときにメールアドレスを登録していると、普段からドイツでの安全情報や最近は日本入国の時の検疫についての案内などが受け取れます。また航空会社からも、コロナ禍で飛行機に乗るのに必要な書類、日本入国に必要な書類についてのお知らせが届きました（英語）。なのでそれらに基づいて準備を進めました。

誓約書、質問票Webの記入

日本に入国してから提示する、検疫措置を守ることの誓約書の記入と印刷、滞在先や緊急連絡先を回答する質問票Webをしておきました。

日本入国後の移動手段、滞在先の確保

上の質問票Webにも記入欄がありますが、日本入国後2週間の滞在先をあらかじめ確保しておかないといけません。

入国後は空港から公共交通機関を使うことができず、貸し切りハイヤーや誰かの迎え、レンタカーなどで実家・自宅やホテルなどに行きます。私は家庭内感染のリスクを減らしたかったので、まず予約したハイヤーで空港近くのホテルに行き、数日後家族の迎えで実家に帰る計画にしました。

後で断られたら困るので、先にハイヤー会社とホテルにそれぞれ、帰国者の受け入れを確認しておきました。

コロナ検査の予約・受検

飛行機チェックイン、日本入国の時にコロナ検査の陰性証明書を提出できるように、現地出国時刻から遡って72時間を超えない期間にコロナテストを受検しました。幸い、私の家の近所に大きなテストセンターがありましたが、場合によってはかかりつけ医に相談したり空港やテストセンターの近くに宿泊したりしてテストを手配することになると思います。

気を付けたいのが、陰性証明書にはパスポート番号他個人を特定できる情報を入れることです。これは私の受けたテストセンターCentogeneではオプションとしてオンライン申し込みの時に忘れず申し込まなければなりません。テスト結果は1日程度で出て、メールで受け取りました。

2種類目のテストも受ける

これはオランダ航空独自の制度だと思いますが、「現地出国4時間以内に、コロナの抗原検査をはじめすぐ結果の出るテストの陰性証明書を提示すること」というルールが加わりました。それが決まったのは私の出発5日前だったので、メールを受け取った私は軽くパニックになりました。

現地出国4時間前、ということで私は空港に早めに行って、空港敷地内にあるCentogeneテストセンターで受けました。検査場は十分な広さがあり空いていて、20分以内で検査場を出られました。ここでのテストは検体採取後90分以内に結果が出たので、チェックインに間に合いました。これで飛行機に乗る要件を満たして安心しました。

空港チェックイン

チェックインカウンターは搭乗客側も受付側も混乱していました。

私の前に並んでいたドイツ人家族は、前述の出国4時間以内の検査の結果待ちの間にチェックインしようとしたため、一度搭乗拒否され怒りに震えていました。（その後機内にいるのを見たので、無事チェックインできたようです。）ほかにも、空港で出会った日本人は検査証明書の不備のため予定の便に乗せてもらえず、一日遅れて私と同じ便に乗ることになったと話してくれました。

私もすんでのところで搭乗拒否されるところでした。空港スタッフに陰性証明書を見せたところ、計算ミスのため約7４時間経っていると勘違いされ、「2時間分古いから有効ではない」と強く言われてしまいました。一度列から外され冷静に考えると、実際は48時間も経っていませんでした。そのことを伝えて私も無事に搭乗できましたが、一度印刷された航空券を目の前で破られた時の気持ちは忘れられません。

移動中

出発空港での厳しいチェックインの後は、日本につくまで特別な書類を見せることはありませんでした。

一年前と比べて、今は飛行機がかなり減便されています。それでも人の往来が少ないせいで、アムステルダム-関空の飛行機には乗客が20~25人くらいしかいませんでした。ちなみに最近は搭乗者と荷物が少ないため機体が軽く、燃料が少なくて済み、速度も速く、飛行機遅延が少ないそうです。何とも皮肉なことです…。

機内食の用意はベジタリアンメニュー1種類のみでしたが、内容は通常のフライトと似たような感じでした。

機内でも食事以外はマスクをつけるように言われたのと、日本行きの機内では接触確認アプリCocoaのインストールを推奨する紙と健康カードが配布されたのがいつもと違う点だったと思います。

日本入国

飛行機が着陸してから空港の検疫が終わるまで、約1時間でした。空港に着くとまずコロナの抗原検査場に連れていかれ、唾液採取をしました。検査結果を待つ間にパスポートや健康カード、誓約書、Web質問票に陰性証明書を提示してから待合室に案内されました。

待合室の掲示板に陰性結果が出た人の番号が表示されてはじめて、入国検査、手荷物受け取りができるようになります。

隔離中

2週間の隔離中、特に外務省や厚生労働省から健康確認の連絡されることはありませんでした。

誓約書を書いているので、もしコロナの陽性反応が出た時に「入国後2週間経っていないのに出歩いていたのはなぜだ」と言われるとまずいです。誓約書違反者はその場合氏名が公表されるようです。

記事を書いている現在は既に合計2週間の隔離を終了し、やっと解放された気持ちです。

まとめ

「コロナ禍での国を越えた移動、2週間待機」を経験してみると想像以上に大変でした。

次々に替わるルールを理解したり飛行機キャンセルやコロナ陽性反応がないことを願ったりしながら、隔離が終わるまでヒヤヒヤしていました。（ちなみに私は、ドイツの自宅から空港まで電車で2.5時間かかるので、万が一空港でコロナ陽性になった場合は、日本にも行けずドイツの自宅にも帰れずになるところでした。。3回のコロナテストの中で出発空港での検査が一番心配でした。）

帰国者・入国者は日本入国までに最低2回（オランダ航空利用者は3回）コロナ陰性を確認していて、さらに2週間の隔離義務があります。そのような状態の人からのと市中からとではどちらの感染リスクが高いのか、私にはわかりません。ですがこの記事で、最近見かける「外国から帰ってくるな」という意見を持つ人の理解が深まると幸いです。また、同じように海外から帰国したい人の参考になるといいとも思っています。

ちなみに最近ドイツの私の住んでいる街は数年来の大雪でみんなが雪を楽しんでいるそうですが、私は逃してしまいました…。

ですが渡航制限のある中、ドイツの滞在許可を持っているために日本に来ることができて（さらに今のルールではドイツに戻ることができるのは）本当にありがたい気持ちでいっぱいです。
